Recently, the demonstration meeting for the implementation plan of the "One City, One Policy" technology assistance program (Phase I) in Ningxia Hui Autonomous Region, which was assisted by our association, was held in Yinchuan City.
Zhang Shoujun, Deputy Director of the Science and Technology and Finance Department of the Ecological Environment Department of Ningxia Hui Autonomous Region, Song Yonghui, Deputy Director of the National Yellow River Basin Ecological Protection and High Quality Development Joint Research Center, Gao Xiaobo, Vice President of the Ningxia Environmental Science Research Institute, and Ke Yanchun, Director of the Ecological Environment Bureaus of various stationed cities, and General Manager of the Science and Technology Innovation Digital Intelligence Department of China Resources Environmental Protection Technology Co., Ltd., attended the meeting. More than 50 people attended the meeting, including the demonstration expert group composed of Beijing Forestry University, China Environmental Protection Industry Association, Environmental Engineering Assessment Center of the Ministry of Ecology and Environment, Beijing Normal University, Environmental Planning Institute of the Ministry of Ecology and Environment, and Chinese Research Academy of Environmental Sciences, as well as the principals and key members of the science and technology support working groups in each city station participated by IEEPA.
The principals of the stationed technology assistance working groups in Yinchuan City, Wuzhong City, and Guyuan City respectively reported on the implementation plan. The responsible comrades of the Urban Ecological Environment Bureau gave speeches, recognized the implementation plan, and expressed support and expectations for the technology assistance work of stationary point. The expert group believes that the implementation plans of Yinchuan City, Wuzhong City and Guyuan City all put forward research tasks such as investigation and assessment of Urban ecosystem, list of urban water pollution sources, preparation of solid waste list and risk assessment, and "one city, one policy", which meet the requirements of the Guidelines for Application of the Joint Study on Ecological Protection and High quality Development of the Yellow River Basin (Phase I) and local actual needs, are highly operable, and unanimously agree that the implementation plan has passed the demonstration.
The meeting pointed out that ecological protection and high-quality development of the Yellow River basin are major national strategies planned, deployed and promoted by General Secretary Xi Jinping, and major decisions and arrangements made by the CPC Central Committee with a long-term view. During his visit to Ningxia in June 2020, General Secretary Xi Jinping called on Ningxia to "strive to build a pilot zone for ecological protection and high-quality development in the Yellow River Basin", giving Ningxia a new era.
The meeting emphasized that organizing joint research on the Yellow River and promoting scientific and technological assistance in stationed areas are important measures taken by the Ministry of Ecology and Environment to innovate the scientific research organization model, strengthen the support and leading role of science and technology in deepening the battle for ecological protection and governance of the Yellow River, and assist in the major national strategy of the Yellow River. The technology assistance work in stationed areas should adhere to goal oriented and problem oriented approaches, highlight the role of technology, and aim to support and serve the ecological protection and governance battle in the Yellow River Basin, solve prominent ecological and environmental problems in various stationed cities, and provide "technology delivery, problem-solving", "pulse checking, consultation,and prescription" for stationed cities.
The meeting requires that all parties involved in the technology assistance work in stationed areas should improve their political stance, fully promote the technology assistance work at the station, and firmly shoulder the political responsibility of supporting service ecological protection and high-quality development; To strengthen systematic thinking, highlight key and difficult points, and accurately grasp the systematic and holistic nature of the watershed; We need to strengthen the construction of mechanisms, implement the responsibilities of all parties, form a working force, and ensure that the technology assistance work in the stationed areas is implemented and achieved practical results.
Next, in accordance with the deployment requirements of the Science and Technology and Finance Department of the Ministry of Ecology and Environment, we will comprehensively promote the launch of the "One City, One Policy" technology assistance work in stationed areas.
