   The Beijing International Ecological Economics Association joined hands with the Yunlong Lake Laboratory to hold the "Groundwater Injection Forum" on March 6, 2024. The conference was held online and offline, bringing together many experts and scholars to discuss the application prospects of groundwater injection technology in the fields of ecological protection, restoration and carbon waste treatment. The main purpose of the meeting is to solve the policy licensing, supervision and environmental assessment issues encountered in the implementation of underground perfusion technology in my country, with a view to promoting the development of this technology and providing support for future industrial development.

      At the meeting, Dr. Liu Hongzhi, vice president and secretary-general of the Beijing International Ecological Economic Association, and Chen Yongqing, former director of the Soil Department of the Ministry of Ecology and Environment, gave detailed introductions to the work progress of the research group and the latest developments in underground perfusion technology at home and abroad.

       As an emerging ecological restoration method, underground injection technology (pollutant disposal technology) has received widespread attention in recent years. Underground injection technology refers to a pollutant disposal technology that injects liquid pollutants (perfusion liquid) into underground porous rocks or soil through wells. It is a way to effectively treat pollutants using the fourth type of environmental medium - deep geological environment, which can prevent pollutants from entering the material cycle of the biosphere. In the United States, this technology has more than 50 years of management experience, and has formulated a relatively complete set of laws and regulations. It has a record of safe operation for 30 years in this regard. Underground injection has become one of the primary means of treating wastewater and other fluids in the United States. However, the promotion and application of this technology is still in its infancy in my country and faces many challenges such as technology research and development, policy regulations, and environmental risk assessment.

       In addition, experts also emphasized the importance of underground injection technology in carbon waste treatment.

     During the meeting, participants also had in-depth exchanges on how to strengthen international cooperation and share technological progress and experience.

     In the global context of carbon peaking and carbon neutrality, the research and application of underground perfusion technology is particularly important. The cooperation between Beijing International Ecological Economics Association and Yunlong Lake Laboratory will provide new impetus and possibilities for ecological environment protection and climate change response in my country and even the world.

Recently, the Vice President and Secretary General of the Association, together with the relevant staff of the Secretariat, reported the overall work of the Association last year and the work arrangements of this year to President Wu Fengchang.

 President Wu Fengchang encouraged the Secretariat to make persistent efforts and gave important instructions on the work of this year's Council meeting, professional meetings, international cooperation and so on.

The Vice President and Secretary-General of the Association and his staff attended the concert, and communicated with ambassadors from more than 10 countries and guests from all walks of life, including the Ambassador of Italy and the Ambassador of Japan to China.

 The concert was co-organized by the Italian Embassy in China,Overseas Chinese Charity Foundation of China, Lv Jia Global Chinese Art Development Fund Foundation and the Beijing Diplomatic Service Bureau. During this period, I received warm reception from the municipal and county governments, the Ecological Environment Bureau, and enterprises, as well as strong support from the Nanjing Office of the Ministry of Ecology and Environment.

At the beginning of the new year in 2024, I will be in charge of coordinating with colleagues in Ankang, Shaanxi to comprehensively discuss the next steps of work, and have in-depth communication with relevant waste material recycling enterprises in Shaanxi, Fujian, and Guangdong on special committees, technology transformation, and membership matters.

From January 11 to 13, 2024, we will follow the Yellow River Basin Bureau to middling coal Shaanxi Yulin Daze Coal Industry Co., Ltd., Shenmu High tech Industrial Development Zone (Jinjie Industrial Park, Shenmu City), Yulin Chemical, Wanyuan Sewage Treatment Plant, Yulin Hongshixia Reservoir, Northern Shaanxi (Jingbian) Air Water Resources Utilization Demonstration Base, Jingbian Dongkeng and other places to investigate and learn about underground drainage, industrial wastewater and solid waste treatment, groundwater overdraft treatment and agricultural non-point source pollution, and have in-depth and extensive exchanges with local ecological and environmental protection departments and business leaders. On January 4, 2024, IEEPA held the Secretariat's Annual Summary Conference for 2023 at the Henderson Center Office. Everyone reported on the work situation for the year. The Secretariat was entrusted with the task of facing a crisis in 2023. Under the leadership of President Wu Fengchang and with the strong support of the Council, all colleagues worked together to demonstrate a positive, optimistic, diligent, and innovative style. The achievements of the year were remarkable. Everyone expressed that they will continue to make efforts in the new year and contribute to the sustainable development of the international ecological economy.

The zero-carbon and zero-waste ecological agriculture project which we planned to apply for assistance was officially launched in Tianya District, Sanya City.

On November 16, our association went to Shanghai Donghua University as the organization meeting appraisal unit to identify the “Key Technology and Application Achievement Appraisal Meeting for the Cascade Directional Transformation of Food Waste Resource Refinement Reconstruction”, and the chairman was Academician Hou Li'an. Based on food waste, this achievement has turned waste into resources and turned waste into profit through the research and development of kitchen resource technology, and has been promoted and applied, which has well supported the construction of a zero-waste city in China and the national strategy of carbon peaking and carbon neutrality. WELLE Environmental Protection Technology Group Co., Ltd., a member of our association, participated in the R&D, promotion and application of the project as a completion unit, which is also a concrete embodiment of our association going out to serve member units and building a golden bridge.

In order to do a good job in the ecological protection and high-quality development of the Yellow River Basin, and promote the “one city, one policy” stationed science and technology assistance work, the person in charge of our association participated in the Yellow River joint research “one city, one policy” stationed science and technology assistance promotion meeting held in the Haibowan Branch of Wuhai Ecological Environment Bureau. The meeting was attended by the leaders of the Wuhai Ecological Environment Bureau, the Haibowan Branch, the Wuda Branch, and the Hainan Branch, as well as the leaders and some members of the research group of the units that undertook the assistance. Combined with their respective research directions, each undertaking unit focused on the center of assistance, and reported on five aspects: water environment situation, water resource balance, management and control of key risk sources of solid waste, construction of water pollution source list and ecological water demand of Longyou Bay wetland, and conducted detailed discussion and analysis of the existing problems, and arranged the next step. Since then, we have also conducted in-depth exchanges with leaders of Wuhai Environmental Protection Investment Co., Ltd. and other units on cooperation in the comprehensive utilization of solid waste, so as to create a good atmosphere for the next step of comprehensive and continuous assistance.

Strengthen cooperation and work together to promote scientific and technological assistance

General Secretary Xi Jinping has repeatedly stressed that "For Man and Nature: Building a Community of Life" and "The Yangtze River Economic Belt will become the main battlefield of China's ecological priority and green development". In the meantime, he has also stressed that "with unremitting efforts on one blueprint, we can make the Yellow River deliver more benefits to our people" and "building an ecological civilization is a millennium plan for the sustainable development of China". It is the fundamental achievement of a unifying spirit, staying confident, moving forward, and implementing a people-centered development philosophy. 

Given the current two rivers' toxic and harmful chemical production status, the key control of new pollutant emissions and environmental and health risk conditions is not clear; lack of implementation of the key control new pollutants banned, limit, limit of environmental risk control measures, new pollutant control mechanism, new pollutant monitoring, screening evaluation control ability is insufficient, the International Ecological Economy Promotion Association (IEEPA) joint hundred experts, hundreds of industrial and commercial enterprises agreed to launch ten consistent actions.

1. Initiate a chemical substance information-sharing campaign. Share the information on chemical raw materials, intermediate products and products used by enterprises producing new pollutants to understand the harm of new contaminants to the ecological environment and human beings.

2. Conduct a screening and assessment campaign of environmental risks for chemical substances. Formulate priority control measures, lists of chemicals, guidelines and standards, and carry out screening and assessment of environmental risks of key chemical substances in key industries.

3. We will strengthen the source control actions. We will strengthen supervision over the registration of environmental management of new chemical substances, implement state management measures to prioritize the control of new chemical substances and supervise the implementation of the main responsibility for the prevention and control of environmental risks of new chemical substances.

4. Implement elimination or restriction action. The production, processing, use, import and export of new pollutants shall be prohibited and restricted, phased out in stages, environmental impact assessment management shall be strengthened, and access management of construction projects shall be strictly related to new pollutants.

5. We will strengthen cleaner production and green manufacturing initiatives. Promote the establishment of green products, green factories, green parks and green supply chains; implement the replacement and emission control of toxic and harmful chemicals in key industries; fully implement the standards, certification and identification of environmental marking products and green products, and promote the concept of green development in the whole life cycle.

6. Standardize the use and administration of antibiotic drugs. The management of new antibiotics should be strictly enforced, the clinical application management of antibiotics should be strengthened, and the supervision, management and use of veterinary antibiotics shall be standardized.

7. Improve the use and management of pesticides. Strengthen pesticide registration management, strictly control the use of high-toxic and high-risk pesticides and additives with environmental persistence, bioaccumulation and other characteristics, and timely recycling of pesticide packaging waste.

8. Strengthen the coordinated treatment of new pollutants with multiple environmental media. We will strengthen the management of emission permits for enterprises that produce new pollutants, enhance monitoring of air, water and soil, assess environmental risks, implement relevant pollution control requirements, deal with them under the law, and take strict measures to prevent environmental hazards.

9. Carry out pilot projects to control new pollutants. Start from me, to encourage the first trial, to reduce the generation and discharge of new pollutants.

10. Strengthen publicity and guidance. We will actively carry out publicity and education on the treatment of new pollutants, guide social sciences to understand the risks of new pollutants, give full play to the supervisory role of public opinion, and raise the understanding of new pollutants.

To realize harmonious coexistence between man and nature is the inevitable requirement of ecological civilization construction, we sincerely hope that the government, enterprises and people use the concept of harmonious coexistence between man and nature to effectively prevent new pollutants from the environment and health risks as the core, to establish and improve the new pollutant control system, protect the beautiful earth, make well-being for all humanity!
