Recently, the association organized a special exchange seminar for the member units of two carbon reduction and energy saving technology - cement industry kiln waste heat recovery technology, member units invested hundreds of millions of yuan, devoted to research and development for several years, has successfully completed the pilot test, can be promoted to the country. This technology can significantly reduce electricity consumption and increase production capacity by more than 15% without changing the existing process by adding or changing some facilities, which can contribute to China's carbon peak and carbon neutrality.

The zero-carbon and zero-waste ecological agriculture project which we planned to apply for assistance was officially launched in Tianya District, Sanya City.

On November 16, our association went to Shanghai Donghua University as the organization meeting appraisal unit to identify the “Key Technology and Application Achievement Appraisal Meeting for the Cascade Directional Transformation of Food Waste Resource Refinement Reconstruction”, and the chairman was Academician Hou Li'an. Based on food waste, this achievement has turned waste into resources and turned waste into profit through the research and development of kitchen resource technology, and has been promoted and applied, which has well supported the construction of a zero-waste city in China and the national strategy of carbon peaking and carbon neutrality. In order to do a good job in the ecological protection and high-quality development of the Yellow River Basin, and promote the “one city, one policy” stationed science and technology assistance work, the person in charge of our association participated in the Yellow River joint research “one city, one policy” stationed science and technology assistance promotion meeting held in the Haibowan Branch of Wuhai Ecological Environment Bureau. The meeting was attended by the leaders of the Wuhai Ecological Environment Bureau, the Haibowan Branch, the Wuda Branch, and the Hainan Branch, as well as the leaders and some members of the research group of the units that undertook the assistance. Combined with their respective research directions, each undertaking unit focused on the center of assistance, and reported on five aspects: water environment situation, water resource balance, management and control of key risk sources of solid waste, construction of water pollution source list and ecological water demand of Longyou Bay wetland, and conducted detailed discussion and analysis of the existing problems, and arranged the next step. General Secretary Xi Jinping has repeatedly stressed that "For Man and Nature: Building a Community of Life" and "The Yangtze River Economic Belt will become the main battlefield of China's ecological priority and green development". In the meantime, he has also stressed that "with unremitting efforts on one blueprint, we can make the Yellow River deliver more benefits to our people" and "building an ecological civilization is a millennium plan for the sustainable development of China". It is the fundamental achievement of a unifying spirit, staying confident, moving forward, and implementing a people-centered development philosophy. 

Given the current two rivers' toxic and harmful chemical production status, the key control of new pollutant emissions and environmental and health risk conditions is not clear; lack of implementation of the key control new pollutants banned, limit, limit of environmental risk control measures, new pollutant control mechanism, new pollutant monitoring, screening evaluation control ability is insufficient, the International Ecological Economy Promotion Association (IEEPA) joint hundred experts, hundreds of industrial and commercial enterprises agreed to launch ten consistent actions.

1. Initiate a chemical substance information-sharing campaign. Share the information on chemical raw materials, intermediate products and products used by enterprises producing new pollutants to understand the harm of new contaminants to the ecological environment and human beings.

2. Conduct a screening and assessment campaign of environmental risks for chemical substances. Formulate priority control measures, lists of chemicals, guidelines and standards, and carry out screening and assessment of environmental risks of key chemical substances in key industries.

3. We will strengthen the source control actions. We will strengthen supervision over the registration of environmental management of new chemical substances, implement state management measures to prioritize the control of new chemical substances and supervise the implementation of the main responsibility for the prevention and control of environmental risks of new chemical substances.

4. Implement elimination or restriction action. The production, processing, use, import and export of new pollutants shall be prohibited and restricted, phased out in stages, environmental impact assessment management shall be strengthened, and access management of construction projects shall be strictly related to new pollutants.

5. We will strengthen cleaner production and green manufacturing initiatives. Promote the establishment of green products, green factories, green parks and green supply chains; implement the replacement and emission control of toxic and harmful chemicals in key industries; fully implement the standards, certification and identification of environmental marking products and green products, and promote the concept of green development in the whole life cycle.

6. Standardize the use and administration of antibiotic drugs. The management of new antibiotics should be strictly enforced, the clinical application management of antibiotics should be strengthened, and the supervision, management and use of veterinary antibiotics shall be standardized.

7. Improve the use and management of pesticides. Strengthen pesticide registration management, strictly control the use of high-toxic and high-risk pesticides and additives with environmental persistence, bioaccumulation and other characteristics, and timely recycling of pesticide packaging waste.

8. Strengthen the coordinated treatment of new pollutants with multiple environmental media. We will strengthen the management of emission permits for enterprises that produce new pollutants, enhance monitoring of air, water and soil, assess environmental risks, implement relevant pollution control requirements, deal with them under the law, and take strict measures to prevent environmental hazards.

9. Carry out pilot projects to control new pollutants. Start from me, to encourage the first trial, to reduce the generation and discharge of new pollutants.

10. Strengthen publicity and guidance. We will actively carry out publicity and education on the treatment of new pollutants, guide social sciences to understand the risks of new pollutants, give full play to the supervisory role of public opinion, and raise the understanding of new pollutants.

To realize harmonious coexistence between man and nature is the inevitable requirement of ecological civilization construction, we sincerely hope that the government, enterprises and people use the concept of harmonious coexistence between man and nature to effectively prevent new pollutants from the environment and health risks as the core, to establish and improve the new pollutant control system, protect the beautiful earth, make well-being for all humanity!

Loving China's great river, preventing and controlling new pollutants

"In the past two decades, China has managed to sequester 600 million tons of carbon each year through ecosystem management." At the International Conference on carbon neutrality and High Quality Development hosted by Beijing International Ecological Economy Promotion Association, Fu Bojie, academician of the CAS Member and a researcher of the Ecological Environment Research Center of the Chinese Academy of Sciences, said when talking about the important role of ecosystem management in carbon sequestration.

The so-called ecosystem management refers to the management based on the characteristics and internal mechanisms of the ecosystem, in order to increase carbon sink function and reduce greenhouse gas emissions, and is called a natural based solution. Fu Bojie explained the connotation, development process, and effectiveness of ecosystem management through Chinese practice, and pointed out the direction for future ecosystem management.

Ecological restoration should balance the relationship between production, carbon sequestration, and soil and water conservation

Before carrying out ecosystem management, China placed greater emphasis on ecosystem restoration. The ecological restoration work in China originated in the 1980s, mainly targeting the ecological and environmental problems faced by ecological land spaces, and using human measures to "cure" damaged or degraded ecosystems.

Entering the 21st century, China's ecological protection and restoration concept has become more systematic, ensuring ecological security and promoting harmonious coexistence between humans and nature have become the goals of ecological restoration. Especially since the 18th National Congress of the Communist Party of China, the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass, and sand have become a focus, and it has become a consensus to prioritize protection and prioritize natural restoration. At the same time, the value of ecosystems and ecological assets is also included in the protection and restoration of ecosystems, ensuring ecological security has become a top priority.

“The integrated governance of mountains, rivers, forests, fields, lakes, grasslands, and sand emphasizes multi-level coordination, rather than the optimization of a single level.” In Fu Berger's view, integrated governance emphasizes system protection in the later stage, and emphasizes the contribution of ecological nature on the basis of emphasizing ecosystem reconstruction and remediation in the early stage. “More importantly, this concept of integrated protection integrates people and can enhance the service function of the ecosystem through protection and utilization, enhance the service capacity of the ecosystem and contribute to human well-being, and promote harmonious coexistence between humans and nature.”

However, Fu Bojie also pointed out that the integrated management of mountains, rivers, forests, fields, lakes, grasslands, and sand requires finding the optimal solution for spatial allocation based on the spatiotemporal relationship between the ebb and flow of ecosystem services. We should consider the layout of different ecosystems, adjust measures to local conditions, and utilize the functions of different ecosystems through artificial protection, restoration, and optimization. This will enable the entire ecosystem to have the ability to produce food, maintain water and soil, and conserve water and carbon - all of which are inherent in ecosystem management.

The four provinces and four systems have enormous potential for increasing foreign exchange

Ecosystem management plays an important role in carbon sequestration. In Fu Berger's view, achieving the dual carbon goal requires two major aspects. One is emission reduction, which involves reducing carbon dioxide emissions by developing a low-carbon economy, adjusting energy structure, and industrial structure. On the other hand, it is to increase carbon sequestration, that is, to use the ecosystem to fix carbon, and to increase carbon sequestration through the protection and restoration of the ecosystem, which requires the role of ecosystem management.

Fu Bojie pointed out that ecosystem management includes three categories, namely protection, improvement management, and restoration. China has already implemented a large number of practices and achieved significant results. “From 2000 to 2020, China's annual carbon sequestration through ecosystem management reached 600 million tons, offsetting 8% of industrial carbon emissions during the same period. It is estimated that from 2020 to 2030, the annual carbon sequestration can reach 1.2 billion tons. By 2060, this number will become 1.6 billion.”

Fu Berger pointed out that at present, China has a great potential for increasing sinks. We can further tap the potential of forests, agriculture, grasslands and wetlands through ecosystem management, attach importance to forest restoration and natural forest management, pay attention to farmland nutrient management and paddy field management, strengthen the management of grassland grazing, avoid grassland degradation, and avoid peatland transformation. At the same time, there are four provinces with significant potential, namely Inner Mongolia, Heilongjiang, Sichuan, and Yunnan, which can further unleash their potential for foreign exchange through ecosystem management. In places like Xinjiang and Qinghai, grazing management should be shifted to grassland and peatland management, and Guangxi, Guangdong and Fujian provinces can improve artificial forest land.

Overall, Fu Bojie suggests incorporating ecosystem management into national strategies and upgrading it to a national ecological management strategy in order to further leverage the role of ecosystems in carbon sequestration.

First, strengthen the top-level design of ecosystem management at the national level, and carry out systematic layout of land restoration and land replacement; Secondly, expand the ecosystem, shifting from "expanding the scope of production" to "increasing the revenue per unit land area", and setting regional carbon sequestration and sink enhancement goals according to local conditions to improve the efficiency of ecosystem management; Thirdly, set regional ecosystem management goals, emphasizing the coordination between regional restoration and protection, and conducting diversified management and technological innovation; Fourthly, maintain the overall effectiveness of investment, enhance local sustainable livelihoods and well-being, and contribute to achieving "dual carbon".

"We should promote green development and build rural small and medium-sized towns." Recently, He Keng, deputy director of the Finance and Economic Commission of the 11th National People's Congress and former deputy director of the National Bureau of Statistics, shared his views on carbon neutrality and high-quality development at the international conference on carbon neutrality and high-quality development hosted by Beijing International Ecological Economy Promotion Association. He Keng believes that green development is an important component of high-quality development. In the process of green development, in addition to a few large cities as bright as the Big Dipper, small and medium-sized towns like the Little Dipper are also needed. The scattered rural towns not only provide residents with a view of mountains and water, but also enable surplus labor in various regions to work nearby without leaving their homes.

In He Keng's view, climate change is a challenge for all humanity and requires the joint participation and cooperation of countries around the world. At the same time, climate change is not a single energy conversion issue, but a problem that runs through the entire process of production and life. It requires both energy conservation and emission reduction in the production process, as well as promoting green consumption during consumption.

In recent years, China has done a lot of work to address climate change, and the improvement of the ecological environment has achieved significant results. The proposal of the "dual carbon" goal has also pointed out the direction for future development. However, to promote carbon peaking and carbon neutrality, we should not wait or rush.

“Because China is still a developing country, achieving modernization is a very difficult task. To advance modernization construction, the first step is to develop the economy. Developing the economy cannot be achieved without consuming energy or producing carbon dioxide. We must find ways to solve this contradiction. At the same time, there is also a contradiction between people's need for a better life and insufficient and unbalanced development, "He Keng said, In order to solve these contradictions, China proposes to promote high-quality development.

In the view of He Keng, high-quality development includes the following aspects.

The first is comprehensive development. As a large country with a population of 1.4 billion, China's industrial structure must be reasonable and comprehensive, and the main technologies of each major industry must be sovereign and independent. Only in this way can China ensure national security and not be "choked" by other countries.

The second is green development. To solve environmental problems and achieve the "dual carbon" goal, it is necessary to adhere to green development. For the sake of everyone's health, we must also adhere to green development. To achieve green development, in addition to seeking energy transformation and using clean energy, it is also necessary to develop rural small and medium-sized towns.

He Keng believes that excessive emphasis should not be placed on building an international metropolis. In addition to several large cities as bright as the Big Dipper, China also needs to build scattered "small and medium-sized towns",  not only providing residents with a view of mountains and water, but also enabling surplus labor in various regions to work nearby without leaving their homes.

The third is intensive development. Compared with the extensive development of production relying solely on increasing the input of material factors, intensive development pays more attention to expanding reproduction relying on science and technology, improving the productivity of all factors, and striving to increase output on the basis of scientific and technological innovation, modern management and high-quality workers without increasing the input of material, capital and human resources.

The fourth is balanced development, that is, narrowing the development gap between the East and the West, as well as the gap between urban and rural development, and building all regions and places in the country in a beautiful and effective manner. “Through these measures, we can further improve the level of high-quality development and steadily and orderly promote the implementation of the ‘dual carbon' goal.”

The theme of this conference is the progress of global climate governance and the consensus and prospects of COP27, as well as energy, food, digital, synergy, trading, biodiversity and quality development.

 Hao Jiming pointed out that carbon neutrality should strengthen its focus and implementation. Second, the synergy of decarbonization and pollution reduction in major industries in the industrial field should take more rapid and steady action to strive to reach the peak as soon as possible and strengthen the use and penetration of hydrogen energy. Fourth, we should actively explore and improve the carbon sink function and carbon sequestration capacity of natural resources, build a harmonious symbiotic society between man and nature, and jointly promote the realization of the goal of carbon neutrality.

He Keng put forward three views: on carbon neutrality and global climate change, the first requirement is to do well in international cooperation, the second is to reduce carbon emissions, which should be implemented in all aspects of production and life; We cannot wait or rush to address climate change; The four aspects of high-quality development are comprehensive development, green development, intensive development, and balanced development.

International Conference on Carbon Neutrality and High Quality Development was Successfully Held in Beijing

On April 27, 2023, the demonstration meeting for the implementation plan of the "One City, One Policy" technology assistance program in Inner Mongolia Autonomous Region, which our association participated in, was successfully held.

More than 60 people participated in the demonstration plan meeting, including demonstration experts, relevant personnel from the Yellow River Center, relevant staff from the Inner Mongolia Autonomous Region working group, relevant personnel from the ecological environment bureau of the supported city, leaders and relevant personnel from the urban stationed technology assistance working group, and relevant leaders and backbone members of the "stationed technology assistance technology guarantee" project of the Yellow River Joint Research (Phase I).

The leaders of the stationed technology assistance working groups in Bayannur City, Baotou City, Wuhai City, Hohhot City, and Ordos City respectively reported on the implementation plan. The responsible comrades of the stationed Urban Ecological Environment Bureau gave speeches, recognized the implementation plan, and expressed support and expectations for the technology assistance work stationed. The expert group believes that the implementation plans of Bayannaoer City, Baotou City, Wuhai City, Hohhot City and Ordos City all put forward research tasks such as investigation and assessment of Urban ecosystem, list of urban water pollution sources, preparation of solid waste list and risk assessment, and "one city, one policy", which meet the requirements of the Application Guide for the Joint Study on Ecological Protection and High quality Development of the Yellow River Basin (Phase I) and local actual needs, and are highly operable. Thus, the experts all agree to implement the plan through argumentation.

Chairman Xi Jinping, has delivered important speeches on the ecological protection of the Yellow River Basin multiple times, deeply elucidating the great significance of ecological protection and high-quality development in the Yellow River Basin. He has made significant arrangements to strengthen the governance and protection of the Yellow River and promote high-quality development in the Yellow River Basin. He has achieved great achievements in promoting the ecological protection, governance, and economic and social development of the Yellow River Basin, and has written a new chapter in the history of the Yellow River governance of the Chinese nation.

The meeting requires that all parties involved in the technology assistance work at the station should improve their political stance, fully promote the technology assistance work at the station, and firmly shoulder the political responsibility of supporting service ecological protection and high-quality development; To strengthen the implementation ability, the assistance plan should be strong in "assistance" and weak in "research", and the entire plan should be feasible and able to effectively solve the water ecological environment problems at the station; To strengthen systematic thinking, highlight key and difficult points, and accurately grasp the systematic and holistic nature of the watershed; We need to strengthen the construction of mechanisms, implement the responsibilities of all parties, form a working force, and ensure that the technology assistance work in the stationed areas is implemented and achieve practical results.

Guangming Daily, founded on June 16, 1949, is a major ideological and cultural newspaper organized by the Central Committee of the Communist Party of China, with intellectuals as the main target audience.

As a bridge and link connecting the Party and the state with the vast number of intellectuals, Guangming Daily has always received the warm care of the central leadership collective. Comrade Mao Zedong wrote an inscription for the founding of Guangming Daily: "Unite for Guangming and Celebrate the Publication of Guangming Daily.” Comrade Deng Xiaoping wrote the inscription for the 40th anniversary of the founding of Guangming Daily and the publication of the Collection of Discussions on Truth Standards: "Guangming Daily has been in existence for forty years" and "Practice is the only criterion for testing truth". The China EU Association, abbreviated as the China Europe Association, was announced on November 11, 2001. The purpose of the China Europe Association is to promote the development of relations between China and the European Union and its member states, expand international exchanges and cooperation, and maintain world peace. In order to deeply implement the Action Plan for New Pollutant Treatment, coordinate and promote the work of new pollutant treatment, assist relevant units and experts in understanding the new situation, policies, and requirements of new pollutant treatment, and cultivate professional and technical talents for new pollutant treatment, the Beijing International Ecological Economy Association held a new pollutant treatment training from April 15th to April 16th.

In the training, authoritative experts in the field of new pollutants in the State Key Laboratory of Environmental Chemistry and Ecotoxicology, South China Institute of Environmental Sciences of the Ministry of Ecological Environment, China Academy of Environmental Sciences, and experts from relevant enterprise groups were invited to provide comprehensive training on the research progress of new pollutants, the risk management ideas and technical requirements of new pollutants in river basins, the introduction of detection methods for new pollutants, and the interpretation of new pollutant policies.

Recently, in accordance with the requirements of the "Management Measures for the Ecological Economy Engineering Laboratory of the Beijing International Ecological Economy Association (Trial)", the evaluation committee carefully listened to and reviewed the summary report of the center director on the construction of the engineering center, conducted on-site inspections of the experimental research and development site and the construction of small and medium-sized trial sites, reviewed relevant materials. After questioning and discussion, the expert group has determined that the International Ecological and Economic Engineering Center of Jiangyin Hengxing Coatings Co., Ltd. has completed the expected construction tasks to a high standard, with many achievements and good results. They unanimously agree to pass the review and acceptance.

The meeting pointed out that ecological protection and high-quality development of the Yellow River basin are major national strategies planned, deployed and promoted by General Secretary Xi Jinping, and major decisions and arrangements made by the CPC Central Committee with a long-term view. During his visit to Ningxia in June 2020, General Secretary Xi Jinping called on Ningxia to "strive to build a pilot zone for ecological protection and high-quality development in the Yellow River Basin", giving Ningxia a new era.
